Overview
The Downtown Development Authority of the City of Miami, Florida (“DDA”) is seeking qualification packages from qualified firms or teams to develop Increment III of the Downtown Development of Regional Impact (DRI).   Selected firms would be responsible for all aspects of the DRI process including:

Coordination
Project administration, preparing fund report, applications, and presentations at public hearings.

Planning / Land Use
Planning and land use analysis, including analysis of consistency with the DDA Master Plan, City Comprehensive Plan, County CDMP, SFRPC Strategic Regional Policy Plan, State plans and regulations, and other plans and studies as required and appropriate.  To include also proposed amendments to said plans as necessary.

Transportation
Transportation analysis, traffic and infrastructure studies.

Economic
Economic impact analysis on infrastructure and service needs, including affordable housing analysis.

Environmental
Environmental impact analysis and monitoring evaluations.

Legal
Legal assistance to the DDA.


RFQ Timetable
The anticipated schedule * for this RFQ and contract approval is as follows:

RFQ Available to Public  October 9, 2013
Deadline for Receipt of Questions  October 18, 2013
Submittal Deadline  October 30, 2013 at 5:00 PM
Evaluation of Proposals  November 18-22, 2013
Oral Presentations (if necessary)  December 2-6, 2013
Firms Selected (Board of Directors Mtg.)  December 20, 2013

* The schedule and all dates are tentative, and may be adjusted by the DDA as necessary.
