Downtown Event Transportation Management Plan (ETMP)
Overview
In 2015-16, the Miami DDA and their lead consultant Kimley Horn prepared a comprehensive Event Transportation Management Plans (ETMP) for the major downtown event venues to improve traffic flows, reduce pedestrian vehicle conflicts, and reduce congestion during the time of events. The Miami DDA brought together the Miami Heat/AA Arena (AAA), Adrienne Arsht Center (AAC), Bayfront Park Management Trust (BPMT), Pérez Art Museum Miami (PAMM) and Frost Science Museum, as well as over 18 stakeholders from various city, county and private agencies that are directly affected by ingress/egress traffic flows during major events.
Master Plan Goals
This initiative is not specifically a part of the 2025 Downtown Miami Master Plan
4.3 Enhance Connectivity to Neighborhoods Surrounding Downtown
5.3 Promote Metropolitan Level Transit such as Baylink, Expanded Metrorail and Light Rail
Status

1, 2 and 3-Year Outlooks: Currently, as the Miami DDA and the major stakeholders listed above are coordinating with FDOT for the construction of the I-395 Signature Bridge, it might be time to revisit this document, and explore further changes needed to the MOT plans.
